The meeting was opened at 10:00 AM with introductions.

Agenda Items:

Report on Changes to the Commodity Jurisdiction Process – Mr. Dennis Krepp, Acting Director - Chemical and Biological Controls:
Mr. Krepp reported that improvements have been made to the CJ process which should shorten the response flow time.  The Government has targeted a 60 day turn-around.  Members and visitors from industry were invited to evaluate the effectiveness of the process and share observations back with the Department of Commerce.   Also, applicants are encouraged to visit the following DDTC web site to review the type of information needed by the Government to process the CJ request. Please contact DDTC directly for a checklist of questions to be answered and submitted with the CJ application.

Companies providing complete information to support their requests will likely see a faster resolution.  If complete information is not submitted, the request will likely be returned without action (RWA).  The Department of Commerce observed a slight upturn in the volume of requests being processed when the new process was first implemented but volumes have since returned to normal levels.  The process includes an opportunity for some recourse if the Department of Commerce disagrees with a jurisdiction ruling.  The first step is to enlist the support of the Assistant Secretary of Export Administration.

Report on Australia Group Agreements Made in October of 2008 – Mr. Dennis Krepp:

Three changes are in the processes of being incorporated following agreement within the Australia Group in October of 2008. 

Report on ECCN Review - Mr. Eric McClafferty
The report on the ECCN review activities was deferred to the closed session of this meeting.  Mr. McClafferty recognized Acting CBC Director  Dennis Krepp and Dr. Scott Hubinger for their efforts in support of the ECCN review activities.

Report on Composite Working Group – Mr. Tom May
Two proposals initiated by the CWG have advanced to the Wassenaar Arrangement.  Both proposals are still under consideration and will be reviewed in the EG meeting scheduled for mid-September.   The group has developed a Commodity Classification request for material property coupon data that will be submitted in the coming weeks.  A response to the request is needed to resolve conflicts of opinion, within the CWG, regarding the applicability of the GTN.  Resolution of this issue will enable the submittal of the final version of the GTN white paper.  Additional changes are currently being evaluated to address high temperature matrix materials and short fiber reinforced composites.

Schedule of meetings for 2010 – All
The schedule for next year’s meetings was set as follows: December 10, 2009, and February 11, May 13, and August 12, 2010.
