  • The SITAC meeting was held at the Department of Commerce in Room 6087B from 9:30 am to 2:00 pm. There was a closed session for this meeting.

Welcome and Introductions.

The SITAC chair, Mr. John Goodrich1 opened the meeting with an introduction of the attendees.

  • Members/Contractors of the United States Government (USG) attending this meeting included Dr. Christopher Costanzo (DFO), Patricia Peterson (DTSA), John Varesi (BIS, Engineer), Dr. Greg Tarr (State/ISN, Technical Advisor), James Thompson (DHS, Lead Analyst), Dennis Krepp (BIS, Division Director Sensors and Aviation), John Albert (State/ISN, Foreign Affairs Officer), Jeff Leitz (BIS, Engineer), Tom DeFec (BIS, Engineer) and Matthew Borman (BIS, Deputy Assistant Secretary for Export Administration).

Remarks from the Bureau of Industry and Security Management:

  • Steve Tribble began the meeting with introductions of the attendees.
  • Mr. Borman gave an overview of two major regulations otherwise known as the Beast and mini Beast rules. He described the significance of those documents, list of the next steps, and timelines for those steps.
  • Mr. Borman commented on the status of the rewrite of the USML Category XII.
  • Dr. Christopher Costanzo provided a summary of the Bureau’s licensing statistics for key Category 6 items:
    • FY11 (10/1/12-01/23/13)
    • Total 220 export applications were closed and valued at $56,935,799
    • 174 approved, 45 RWA’d, 1 rejected.
    • Average processing time: 34 days.

Top four destinations requesting licenses for dual use infrared cameras were in descending order of value: Suriname ($23M), Switzerland ($11M), Russia Federation ($5.6M), France ($7M), Israel ($4.9M), and Brazil ($4M).

Note: Over the same period in the prior FY, there were a total of 143 export applications closed. Of these 117 were approved, 2 rejected, and 24 rwa’d. The value of the closed applications during this period was $13,860,419.

  • Presentations:
    • John Varesi provided a PowerPoint presentation of the Wassenaar Process.
    • Dr. Roger Stettner of ASC provided a presentation titled “Suggested Objective Procedure for ECR USML/CCL List Performance – Parameter Determination”.
  • New Business:
    • Review of SITAC 2013 Objectives – not discussed but handouts.
