PUBLIC/OPEN SESSION (May 19, 2019)

 

The meeting opened at 1:00 PM, and effectively started around 1:10PM following call-in adjustments. Approximately 120 people were in attendance.

 

Opening and Announcements:
ETTAC DFO Tongele N. Tongele, Ph.D., began the meeting by thanking people for their patience during the call-in adjustment and welcomed ETTAC members and the public in attendance. He then introduced himself as the newly designated federal officer (DFO) for ETTAC. He also related to participants few housekeeping points such as muting one’s calling device, and directly emailing him (This email address is being protected from spambots. You need JavaScript enabled to view it.), or typing in chat, one’s intent to make comment or ask question during the Q&A time at the end of the open session.

 

Acting Under Secretary for Industry and Security
Dr. Tongele introduced the Acting Under Secretary for Industry and Security Cordell Hull who welcome participants to this first ETTAC meeting, emphasized the importance of this committee and the expectations Commerce has for this committee.

ETTAC Members
Dr. Tongele recognized each ETTAC member, by name, to allow each one to briefly introduce him/herself. Each one stated affiliation, area of expertise, interest in emerging technology and export control, and short comment (shared) about self.

Assistant Secretary and Deputy Assistant Secretary for Export Administration
Dr. Tongele introduced the Assistant Secretary for Export Administration Richard Ashooh, and the Deputy Assistant Secretary for Export Administration Matthew Borman. Both laid out the purpose of and the expectations for the ETTAC, how the Export Control Reform Acts got to emerging technologies, and the working relationships between BIS and ETTAC. It was then explained that the major outcome of this first meeting was to elect the Chair and the Vice-chair of the Committee during the closed session.

Global Trends in Science & Technology
Dr. Tongele introduced the speaker from the National Intelligence Council who made a short excellent presentation on “global trends in science and technology.”

Comments / Q&A

Dr. Tongele recognized Assistant Research Professor SAM WEISS EVANS of Tufts University to briefly elaborate on his comment he submitted in writing prior to the conference. After that, Yvette Springer recognized few people who raised their hands for questions or comment.

Closing
In keeping with the time, in order to move to the closed session, the Assistant Secretary for Export Administration Richard Ashooh concluded the open session by thanking participants.

The open session was adjourned at 2:15 PM.
